Question 1 / 10 · Occupational Health Service

Do you have a valid contract with an occupational health service provider?

An occupational health service provider is a company that offers occupational physician services. Under TTOS § 12, every employer is required to arrange occupational health services, even with only one employee. In practice, this is done through a written contract with a service provider.

Question 2 / 10 · Risk Assessment

Do you have a written, up-to-date workplace risk assessment?

A risk assessment is mandatory for all employers. It must be in writing, dated, and include identified risks together with measures to mitigate them. A verbal assessment does not count.

Question 3 / 10 · Health Examinations

Have all employees whose role requires a health examination had one within the last 3 years?

A health examination is mandatory for employees exposed to health-impairing factors: noise, chemicals, physical strain, display-screen work (5+ hours/day), or work in transport, catering, or healthcare.

Question 4 / 10 · Employee Notification

Have all employees received written notification of health and safety risks and signed an acknowledgement?

Informing employees of health risks verbally is not sufficient - it must be documented. Employees must confirm in writing that they have received the information. The Labour Inspectorate (Tööinspektsioon) will ask for these signatures.

Question 5 / 10 · First Aid

Does the workplace have a fully stocked first-aid kit and at least one trained first-aider?

Every workplace must have a complete first-aid kit. At least one employee must have completed a first-aid course. You must be able to demonstrate both.

Question 6 / 10 · Accident Register

Do you maintain a register of workplace accidents and near-misses?

Employers must keep a written register of all workplace accidents, even minor ones. The register must include the date, employee details, a description of the incident, and the measures taken. A template is available on the Labour Inspectorate (Tööinspektsioon) website.

Question 7 / 10 · Safety Representative

If you have 10 or more employees, have they elected a workplace safety representative (töökeskkonnavolinik)?

Companies with 10 or more employees must have a safety representative elected by the staff. The employer organises the election, but it is the employees who vote. If you have fewer than 10 employees, select "Yes / Not required".

Question 8 / 10 · Workplace Measurements

Have you carried out any required workplace measurements (noise, lighting, microclimate, chemicals, etc.)?

If the risk assessment identified physical hazards (high noise levels, poor lighting, chemicals), these must be confirmed through measurements. Measurements are generally not required in office environments, but are likely needed in manufacturing, construction, and transport.

Question 9 / 10 · Documentation

Are all occupational health documents properly archived and ready to present to the Labour Inspectorate (Tööinspektsioon)?

During an inspection, the Labour Inspectorate (Tööinspektsioon) will ask for: the risk assessment, health examination certificates, signed notification records, the occupational health service contract, and the accident register. All documents must be readily accessible and up to date.

Have you consulted an occupational physician about workplace safety within the last 12 months?

Regular collaboration with an occupational physician goes beyond simply arranging health examinations. The physician should help analyse the work environment, provide recommendations, and assist in preventing health problems before they arise.
